Cambodia, officially known as the Kingdom of Cambodia and once known as the Khmer Empire and Kampuchea, is a country located in the southern portion of the Indochina Peninsula in Southeast Asia.

The "Kingdom of Cambodia" is the official English name of the country. The English "Cambodia" is an anglicization of the French "Cambodge", which in turn is the French transliteration of the Khmer Kampuchea.
Kampuchea is the shortened alternative to the country's official name in Khmer, Preah Reacheanachak Kampuchea.

The country is bordered by Thailand to the northwest, Laos to the northeast, Vietnam to the east, and the Gulf of Thailand to the southwest.
Cambodia has a population of over 15 million people. The capital and largest city is Phnom Penh, the political, economic, and cultural center of Cambodia. The kingdom is a constitutional monarchy with Norodom Sihamoni, a monarch chosen by the Royal Throne Council, as head of state. [R1]

Cambodia used the postage stamps of Indo-China until the early 1950s. In 1949 Cambodia became an associated state of the French Union but gained independence in 1953 and left the Union in 1955. April 1980 saw the first set of postage stamps issued after the establishment of the People's Republic of Kampuchea. [R2]

[2] Mint Mini-Sheets are numbered, the CTO (Cancelled to Order) are not.
Perhaps because numbering helped to control or account for sheets sent to post offices. The CTO weren't sent to post offices, as they were sold in the philatelic bureaus for collectors, so there was no need for such accounting.
A closer look at the Mini-Sheets, shows that they are of slightly difference size and width of the margins.
